You can’t unless you have access to the server. If you are installing Wordpress for a client and they have given you the log in info to the Control Panel, just look for WordPress in the Control Panel. Most good hosting services already provide WordPress ready to be installed with the Control Panel’s Installer.

You must buy a web hosting plan supporting wordpress. Then install wordpress in your web hosting account to get your blog online at your purchsed domain name.

what u can do is buy a domain name and host , and install your word press blog there., this is what i did when i transfered my account to http://www.tucktail.com/
