Which language should i learn to design WordPress themes/templates from scratch?

Wordpress templates are generally CSS with PHP elements, you need a good understanding of CSS but using the wordpress codex resource you will be able to find the PHP code to create a layout.
It it a good idea to download a free template and have a look how it is put together.
