how do you edit a wordpress/Joomla template?

CSS, also there is a dreamweaver addon that helps make Joomla templates.
The templates are tricky to begin with but when you get the hand of it there will be no stopping you..
Try looking in Google (sorry yahoo) for Joomla template tutorials and do some reading

Read through the documentation of Wordpress and Joomla! Join the community sites, a lot of people on there will be able to help you out. And you don’t NEED dreamweaver, notepad works just as well. If you’re on a PC try notepad++.
