How do you put new templates on WordPress blogs?

Author: I have been looking all over the internet and all I ever see is you can download them. How would you put them on a WordPress blog?

Blogs use the same Css/ xhtml codes like any website… If I were to do I would just attach a Css file and make the changes like I want them.
