How to create Wordpress Blog Plugin and Template similar to F My LIfe, Text From Last Night and I am Neurotic?

Author: I am creating a wordpress blog and was wondering how I would create a public submission box where readers can post a short paragraph and then have it appear onto the blog for the public to view, comment on and rate. I am looking for a similar template like "F My Life", "I am Neurotic", and "Text from Last Night." If any one knows how to add this plugin please let me know how to do it. Thanks so much!
