How can I create a Wordpress Theme without installing Wordpress on my computer?

Author: I want to create a custom Wordpress theme, but I don't have administrative access to the computer that I'm using, so I can't install Wordpress to test my theme. Is there another easy way to do it? I have photoshop, and notepad ++ both installed on my flash drive, but as far as I know there is no way to install Wordpress on a flash drive.
You can purchase Artisteer, which is used to create WP themes and can be previewed in your browser.

thats a cool question, I think it is possible, but it would not be easy to do, never thought about installing wordpress on a flash drive, at a minimum you would need the right kind of environment on the drive.
U3 might be a possibility, I know I can output on U3 but providing the test environment that is a different story, this requires some additional thought,
